CAIRO, Dec. 30—The Arab News Agency said today that King Abdullah of Jordan had formally incorporated Jordanian-occupied Palestine into his kingdom. The dispatch was dated from Amman, Abdullah’s capital.

There was no official confirmation. However, the occupied sections in fact have been regarded by Arab circles for months as having been administered as if they were parts of Jordan. Three Palestinian Arabs got ministries in Jordan’s Cabinet last May.

Abdullah’s forces command almost all of Arab Palestine, including the Old City of Jerusalem. Both Jordan and Israel oppose a United Nations decision to place Jerusalem under international control. Egypt holds the Gaza strip on the Mediterranean.

The news agency said that the Jordanian Official Gazette would publish a royal decree on the incorporation Jan. 1. Palestine Arab refugees, it said, henceforth will have the same rights and privileges as other citizens. Customs, taxes and public services were reportedly being unified.
